|In pretty much all cases, a barcode is created just like anything else on a computer using a specfic font. A Free Code 39 Barcode font can be downloaded here http://www.barcodesinc.com/free-barcode-font/
Once a barcode as been created, to read the barcode you will need a barcode scanner, there are a wide range of these available from CCD (wide red light), LCD (thin red line) and some laser ones (like in Supermarkets) which can read on multiple different angles. You wont be able to read a barcode with the naked eye as it is made up of bars which are different thicknesses, indistinguishable by the eye.
