Pinging www.website.com gets response but typing www.website.com in browser gets no response. What does this indicate? Does this mean that the server that hosts the site is up or not? Does this mean that the web server is down?

It means the server (the machine itself) is up, but the webserver service (ISS or apache, probably) is down or not accepting connections - give the server admin a bell.

What are the possible reasons for this? I'm just curious. BTW, this is not my server.

There's almost too many possible reasons to mention (it's a bit like asking "Why did Word crash?" Smile)
I'd guess that there's a configuration error, an upgrade gone wrong or a memory leak (whether through a programming mistake or an attack) which caused the web server service (program) to crash.... and no one's being able to fix it yet (or maybe they haven't even noticed!).
